Bachelor's Degree in Computer Science, Information Systems, Management Information Systems, or related field required; graduate degree desirable. Minimum of ten years of diversified senior level systems, data management and technical experience in a large organization, including extensive experience in the development of technology policies and at least five years in a mid to senior level management role in systems or technical support of a large organization. Management experience must include responsibility for design/support of enterprise business systems, serving end users through needs analysis, development, modification, operation, and maintenance. Transit experience is a plus. 

Knowledge of business technology and its strategic application to business. Contemporary knowledge of software, hardware, networking and communication technologies. Experience in managing large Enterprise IT projects through successful implementation. Experience in forming and/or restructuring organizations and processes to improve operating effectiveness and financial efficiency. Strong knowledge and experience in advanced public transportation systems under Intelligent Transportation Systems.

Basic Functions
Directs and controls all activities in the Department of Technology, including developing and maintaining all application systems, programs and projects. Manages the operation and security of the Data Center facilities, operating systems, and Wide/Local Area Networks (WAN/LAN) and provides technical support to microcomputer users. Plans, develops, and implements long and short-range programs and strategies in support of the Authority's Strategic Plan, goals and objectives. Develops and implements policies and procedures to support these functions. Responsible for all computer-based systems within the Authority. Also, responsible for Automated Fare Collection, Intelligent Transportation Systems, and elements of the data transmission and front end processors for train control and SCADA. Customarily and regularly directs the work of managers and supervisors, and their direct reports. Suggestions and recommendations are made as to hiring, firing, advancement, or promotions. 

1. Plans, develops, and oversees implementation of long and short-range strategies and programs for the Department of Technology to support the Authority's goals, objectives, and strategic plan. Provides leadership for the development and implementation of the organization's Technology Strategic Plan. Oversees execution of an annual systems plan and determines applicable short and long term technology requirements. Maintains an up-to-date Disaster Recovery Plan, coordinates staff input and responsibilities, and establishes and administers preparedness exercises to ensure plan validity and staff capability to implement the plan. 
2. Directs the day-to-day activities of the Department of Technology. Works with internal customers and external suppliers to facilitate successful business solutions. Oversees the assessment/evaluation of management's requirements and hardware/software needs, systems planning and specifications, and database management. Ensures a comprehensive capacity monitoring program to assess current utilization levels, service delivery performance, and programs for expansion as required. 
3. Develops and submits for approval operating and capital budgets for the Department of Technology. Reviews managers' budgets. Manages department within approved budget. 
4. Ensures coordination and cooperation between Technology and all other MARTA work units to support effective business management by meeting the Authority's business technology needs, with attention to overall priorities and cost-benefit considerations. 
5. Makes recommendations and presentations to the General Manager/CEO, Assistant General Managers, and Board of Directors on matters pertaining to the department of Technology. 
6. May serve as chairperson of Source Evaluation Committees required for negotiated bids. Represents the Authority to Federal agencies, local groups and organizations, professional associations, and other similar groups. May make presentations to elected and civic officials, community leaders, and local groups and organizations. 
7. Performs other related duties as assigned. 

Special Requirements
Department consists of full-time and part-time employees, plus contract personnel for Technology. Interviews, hires, and develops subordinate personnel; sets standards and evaluates performance of employees; provides feedback, coaches, disciplines, and discharges as appropriate.
