EDUCATION and/or EXPERIENCE 
Bachelor's Degree in Public Administration, Business Administration, Finance, Law, Engineering or a related field is required.  Ten years of progressively responsible professional experience in a combination of contract development, negotiation, administration, and purchasing, with at least two years of which were in a supervisory or lead capacity. Knowledge of competitive bidding, competitive negotiation and Federal Transit Administration (FTA) procurement regulations required.   Knowledge of A/E (Architectural & Engineering), Construction and Professional Technical Services are desired.  Demonstrated leadership and problem solving skills required.  Professional certification such as Certified Public Purchasing Officer (CPPO) or Certified Public Buyer (CPPB) is preferred.  Other certificates, licenses and registrations are desirable.  Excellent written and verbal communications skills are required.   Directly related work experience may be substituted on a year-for-year basis in-lieu of the educational requirement.

Basic Functions
     
    SUMMARY 
Manages Contracts, Procurement and Materials professional and administrative staff, establishing goals, objectives for individual employees, and business strategies for a branch of the Department of Contracts, Procurement and Materials.  Responsible for contracting activities from preparation of solicitation, through contract administration and closeout of contracts.   Makes sure MARTA is in compliance with the internal, federal and state guidelines regarding all contracting activities.   Monitors all activities associated with the administration of contracts to ensure contractors perform in accordance with terms, conditions and specification of the contract or purchase order.  Serves as liaison between Senior Contract Specialists and the MARTA offices in developing negotiating position regarding contract changes and claims.  Provides guidance to support personnel from other Offices regarding unique or infrequently used procurement methodologies where appropriate.  Compiles statistical data, performs research and non-routine analysis and provides detailed reports to management staff as requested.  Manages the processes associated with the documentation of the contract closeout and submittal to the Contract Control branch for filing.

ESSENTIAL DUTIES AND RESPONSIBILITIES 
1. Manages Contracts, Procurement and Materials professional and administrative staff, establishing goals, objectives for individual employees, and business strategies for a branch of the Department of Contracts, Procurement and Materials. 

2. Responsible for contracting activities from preparation of solicitation, through contract administration and closeout of contracts.  Responsible for all types of contracts including fixed priced, cost plus fixed fee, cost reimbursable, time and material, etc.  Manages the initiation of invitations for bid, requests for proposals, request for A&E (Architectural and Engineering) services, requests for quotations for the procurement for equipment, supplies, services and construction in support of Authority requirements, and verifies funding approvals for these contracts.  Manages the competitive bidding and competitive negotiation procurement functions, including management of the bid/proposal/quote evaluation process. 
3. Monitors all activities associated with the administration of contracts to ensure contractors perform in accordance with terms, conditions and specification of the contract or purchase order. 
4. Coordinates meetings, as necessary, and makes timely recommendations on complex, intricate contracting issues having a major impact on the success of the procurement process. Provides guidance to support personnel from other Offices regarding unique or infrequently used procurement methodologies, where appropriate.
5. Compiles statistical data, performs research and non-routine analysis and provides detailed reports to management staff as requested.

Special Requirements
     
    SUPERVISORY RESPONSIBILITIES

CERTIFICATES, LICENSES, REGISTRATIONS 
Professional certification such as Certified Public Purchasing Officer (CPPO) or Certified Public Buyer (CPPB) is required or must be obtained within twelve months of hire date.  Other certificates, licenses and registrations are desirable.
